A group home in the Powell area is mentioned in newspaper articles. The owner has been charged child endangering because one of the residents suffered a frostbite. Whether he owner sought medical attendance at once or delayed it as the police sees it, is purely a legal question for the courts to decide.
But setting up the conditions which led to the resident getting the frostbite, is the responsibility of the group home. If the conditions are that harsh, the boys should not be allowed activities outside.
The facility was started by a employee who used to work for Mouth Carmel (which is also mentioned in this blog)
That could not be fun to be there as a teenager.
